water bill

I have a question, I received a water bill on Wednesday for this past month and it's Saturday and my water has been shut off. My bad on not running to the office and paying ASAP but I am a teacher here and we are getting ready for midterms next month, it's been a busy week. We had a similar problem with electricity, I'm wondering why bills are expected to be paid so urgently? Can anyone offer me some clarity on this matter?

Thai driving license

hi everyone , i know it's possible to get a temporary Thai driving license .. with my idp and my national permit i have all the requested paper ... but i read over forum , that is not possible to get it with a tourist visa ... anyone get it with a tourist visa ?

I want to get a Non-Immigrant Visa B either in Phnom Penh or Vientiane. I have all needed documents. The requirements should be the same at both embassies, right? At which embassy the application process is easier?
